Circle of the Crone

The Circle of the Crone is possibly the oldest Covenant, although that is disputed. Unlike the other covenants, it is made up of a collection of smaller, individual cults. Members of the Circle gain access to Crúac, a powerful blood magic.

Circle of the Crone in New York
The Circle holds domain in North Queens.
The Circle of the Crone had long been fractured in New York City, being more a confederacy of various cults rather than a collection of aligned political powers. This fractured nature allowed the Invictus and the Lancea Sanctum to marginalize and persecute members much more easily. While individual members might rise in city politics, they would only help promote their own particular cult rather than the entire Covenant as a whole. It was only with the recent change of Praxis that the Circle has gained territory that is considered "theirs" by everyone. This has pushed many of the more prominent cults to consolidate their powers, and finally align with the Hierophant towards this end.
Leadership
Katherine Moore, the Hierophant, has been in power for the past decade. She is young for such a position, but she came to the role under distinct need. The prior Hierophant, Edmund Wainright, had been "grandfathered" in by his sire Aisling, coincidentally Azrael Alexeia's sire. Rumors of a scandal over Aisling's choice between Azrael and Edmund circulated at the time, but little came from it. Wainright was not a popular Hierophant. The city had always been extremely chaotic for Acolytes, Wainright found this too challenging and left his spot. He lasted less than five years in the end. Moore took over under strong request after Wainright left. The leadership flux over the past 15 years has been more than a small issue for the already fractured covenant. When Azrael Alexeia took Praxis he carved out a spot for the covenant in Queens and strongly recommended the scattered cults find their way in line. Since then things have begun to change for the Circle of the Crone, a unified covenant is still a long way off, but they are heading in the right direction.

Lancea Sanctum
The Circle and the Lancea Sanctum have particularly antagonistic relations in New York. For centuries, both have claimed the other "wrong" and offered proof to back up their claim, which was resoundingly denied as fabricated by the other. The Lancea Sanctum had the weight of the Catholic Church on its side, however, and maintained spiritual dominance in the New World as it had in Europe. The Circle has previously been too fractured to pose any real threat to the Lancea's power base, but their future seems to be changing.

These are seen as lost souls, but are not actively recruited, at least not as far as the public knows.
